Personally I like the 'Habico' brand best for plushies- http://www.ebay.co.uk/itm/Polyester-Toy-Stuffing-Filling-Washable-Kapok-450gram-bag-/120916642132?pt=UK_Crafts_Sewing_Supplies_MJ&hash=item1c27318954
The filling I used here I bought it in a massive bulk bag, so sadly don't know what brand it is. It's actually too soft so doesn't bulk out plushie shapes that well. If the stuffing is very cheap or is too stiff (esp if it's aimed toward cushion filling) it can get lumpy very quickly so finding a good filling can be tricky. The main thing is to keep breaking up the filling as you're stuffing so it doesn't end up balling up which leads to lumpiness ^^
