This is another shrine at the Gojo Tenjin Shrine complex. Like I said, it's a shrine to the Shinto god Inari and foxes are Inari's messengers. You can see fox statues with scarves throughout the temple, as you can see here. They're meant to serve as guardians, which to me sounds a little like the gargoyles you see on cathedrals.
