It wasn't the russians that blew Chernobyl NPP up, it was the ukranians. It was a test conducted by the personnel to see how can the reactor operate at extremely low power outputs. The personnel wasn't aware of a design issue of the reactor types used in the NPP that actually caused the reactor core to heat up further instead of cool down when the containment rods were sunk into the core. The more you know :P
