They're a Dungeons & Dragons race, both in the monster manual and in the player handbook as a playable character! I'm no expert, but I don't think they're closely related to dragons, but tend to be subservient to them in games.

in D&D 3.5, they were stunningly powerful if they made the right choices. While remaining small and squishy, so therefore Badass Adorable.

Arrogant ones tend to believe they are dragon-descended, with some wingy-scale-color justification.

That's the impression I had at first, just from seeing at the art of these Kobolds.. they do look quite Dragon-ish in nature. Maybe half-Dragon and half-something else?
