Tiba is an alien cyborg.

She is the victim to a random extra-terrestrial intergalactic terrorist attack.
She's totally okay with the fact that she's "part" robot, now.
She jokes about it way, way more than she should.
It's probably to hide her PTSD.
She has chosen to have a crosshair for an eye instead of a regular dot. It's believed that this is purely cosmetic and she "Finds it really, really cool".
Her hair is natural, but the hair above her metal cranium is synthetic; it's to give the illusion of natural hair.
...Which it is, but robotic.

It is implied she brought her arm above her face to "protect" herself from the explosion, which may explain why it's cyborg from the elbow down.

Her brain was seriously damaged during the attack; nanobots are in her head as we speak to make sure she doesn't suffer from paralysis. Her 'feelers' are broken; The robotic feeler on her head is purely cosmetic; it's to prevent her fellow species from looking twice and assuming she's at half-mass.
in short, feelers are like what they use to sense things... what they sense is entirely unclear.
She has yellow freckles and splotches, which is common among her people.
