It's a heat exchanger. The next step will be to solder-seal the pipes into place. It's lacking heat exchange fins, which suggests it isn't designed for low-temperature air - that rules out air conditioning applications. I'd say it's part of some sort of industrial process, perhaps an intercooler following an exothermic reaction. It's certainly not for a steam engine: The boiling water goes in the middle of those, and square corners wouldn't take the pressure. It could also be part of a simple gas/oil/solid-fueled water heater, but if so it's an unusual one - I've never seen one without fins. The only reason I could think of would be if burning very dirty fuel, in which case fins would be prone to soot clogging and simple parallel pipes would be less efficient but more reliable.
There's also something missing: You can't just slot tubes in on those,they'd fall out during soldering! You whack them in gently with a rubber mallet.
