I heard it explained with the Trope "Germans Love David Hasslehoff". The trope is about a particular character/person being beloved, but only in a small-by-comparison fraction of the total fanbase.
Basically, Talbain is popular with Americans, whereas if the Japanese look beyond Morrigan, it's to Felicia, and past her, Anakaris. (F***ing Cheap Mummy!)
As most of the people behind these decisions are Japanese...he gets swept under the rug.

wow i was about to say that XD yea it sucks that capcom for the most part ignores the rather huge fan base in other parts of the world (i think the us fanbase for jon almost rivals the japanese fan base for morrigan and felicia...) though i will say in more recent years a lot of people, both gaming studios and anime and manga studios and groups, have started taking their western fan base into consideration. (i mean kill la kill did so well partly BECAUSE of its american fan base, and keiji inafune was one quoted stating he thought it was good to keep the western base in mind)
