Leopold is the boss of the Ft. Bob United & Consolidated Public Service Company, one of the combines on the criminal haven of Krupmark Island. The company owns and operates one of the two power utility generators and one of the two competing trolley lines.
He's a dapper gent, so fanatically clean that he doesn't even have a scent. His gloved paws are raised defensively, probably because some idiot's trying to actually shake paws with him. His bodyguards will educate the miscreant.
