The blue light source in the lower left corner makes it so that his eyes seem to be glowing due to their natural color but it's actually an amazing light play by the artist. ^.=.^
Otherwise, I guess it would be genetic, I know some people managed to engineers cats that do glow in the dark so I imagine it'd be a possible thing though I'm no biologist so I can't hand over a convincing explanations. But I can rawr.
