Looks like a another creature contacted the "puffy rabbies" disease again. Lord Virmir is now a prime target for creatures play with. You should stay away from living balloons, Virmir, you don't know if the balloon has been infected with the "puffy rabbies" disease. Word of advice, if you cross paths with a living balloon, pop the balloon from a distance and avoid stepping on the balloon shards.
