I like to thank yes cuz she was there as a playable character in had dialog referring to Bowser so it's a guess this would be the first time Rosalina ever confronted Bowser.
I think in Super Mario Galaxy Bowser just stole a bunch of stars and left Rosalina stranded.
And in Super Mario Galaxy 2 Rosalina was at full power but Bowser was doing his own thing so I don't think they interacted that time either.
But seriously what is Mario Cannon They're the good chance that they've been team members a number of times before Super Mario 3d World anyway.
