Was brainstorming a water-type character, so, of course, i had to try a Lumanari because... tail.
Ice Lumanari: Aqua Type
His main weapon is a missle pod that can be held in both land and water modes, but mounted on back in high-speed mode. Despite technically being a water type, it's regular attack fires 4 seeker torpedoes, from an oversize launcher, that do explosive damage. However, torpedoes aren't built for use on land, and just kinda fall out, bounce a couple times, and explode in your face. Charge shot fires 3 ice dragons, which also are seekers. They freeze opponents on impact. They also leave an aftertrail of ice, that can be used as a temporary platform.
Glass faceplate is built to reduce drag and obscures his face. (immune to flash stopper?)
Has extendable legs that can be used on land, or to anchor underwater. No Dash ability, but they're built for traction, so he wont slip on ice, and cant be pushed back by wind.
Weak against Electricity. Even if his ice-dragon attack is hit, Elec will travel back along the ice and do damage.
