It has a max of 2 layers a "Fixed Layer" and a "Working Layer" when ever you fix a image it basically sets it in stone and you can no longer alter it but it frees up the working layer so you can paint or draw over what you just did. There are no controls for the layering either such as making it normal, overlay, or whatever it is always set to normal.
