[SI Commission] Care to repeat that, soldier?
Leadership is hard work. You've got to command respect from your soldiers without being seen as brutal or unfair; you have to hand out punishments and rewards without any perception of favoritism; you have to put up a strong face at all times and offer a good example; and you have to be in the front to lead the others no matter how bad things get.
Fortunately, a good leader has a number of weapons in his arsenal, both literal and metaphorical. While a heavy-duty shotgun (or two or five) is certainly good enough for hostile targets, it's not suited to relations among the squad. For that, in addition to menial tasks as punishments, squad-building exercises, and group visits to the local bar, a gruff voice and a deep, hard, "if you're still standing there in five seconds you're going to regret it" stare can go a long way. The cigar only adds to the effect.

The Malgraan don't smoke tobacco; they have some other, similar plant that has comparable effects without being nearly as bad for you or addicting. It's still not healthy, since you're inhaling burnt plant matter, but it's far less hazardous. Of course, since they have legalized (but tightly controlled) narcotics, there are plenty of other ways to do serious damage to yourself.
Even the Balloh have something, a plant that grows underwater known as tranceweed. If dried out and burned, it produces heady fumes that cause those who inhale it to relax, but in this relaxed state it is easier for mystics to manipulate the spirits. Since it dulls their reactions it's never used in combat, but novice mystics frequently use it when starting out to help themselves along, and wean themselves off of it as their skills improve. Otherwise, it is simply used as a relaxant, even by Empaths or other lower castes who are unable to fully interact with the spirits.
