a commission is basically you paying an artist to draw what you would like to see from them.
like you would say 'i want to see eevees as desserts'
and i would say 'okay! for one eeveelution as a dessert alone, that is 30$. for all of them together, that is 110$"
people are often shocked by this step, because artists charge by the hour and the more complicated a pic (or the more characters) the more expensive it can get! but it's considered impolite to go "too expensive!!!!"
its better to go "great, thanks, i'll be in touch once i get the money" because that is like a polite way of saying you can't afford it right now. and if you don't think you can afford an artist at all/ever, you can always watch their account and see if they offer discounted commissions sometime! like me: i've been known to do pokemon-related sales from time to time! tho i'm not doing one right now.
anyway, if you can/do have the money on hand for a commission, then you figure out how to pay the artist. most of us take paypal, so buying a commission usually requires you to open a paypal.com account. once you have that, you pay the artist and then they begin to draw and share updates with how the drawing is coming along with you!
also i totally understand if you can't afford a commission right now, i'm just explaining how it works to you X3
