Turns out that the robot spider-eye belongs to Carapace (From here: http://carapacereadssomecomics.tumblr.com/ ) a changeling who has been extensively cybernetically modified. The reason she's there is because she's helping Luna with some paperwork involving the integration of changelings into Equestria. But she doesn't seem to be above using her current position to enjoy the view. Or taking a selfie, apparently.
