More than a few cartoon characters are always naked--Bugs Bunny and Pink Panther come to mind.

There are some (furry) cartoons where the adults are naked and the kids wear clothes and some where it's the other way around
Clothed adults, naked cubs: LITTLE BEAR
Vice versa: Trying to think, possibly FRANKLIN? Or some kind of kid's show.

(Then there are cartoons where some characters are anthro and some of the same species are non-anthro--Arthur (has anthro dog classmates but also has a pet dog), Huckleberry Hound (Huck is a mail-dog bitten by a non-anthro dog)
