Vhanarr is a harsh place to live. It's perpetually covered in snow and ice, the surface is barren with trees only growing in sheltered canyons, tall mountain ranges impede travel, snowstorms tear across the landscape, giant but rare wyvern-like creatures prey on surface animals, magnetic or electrical storms strike frequently, and underwater predators await those who seek plentiful food.
And yet, it's still home to the Balloh. To those who grew up there, whose families are there, who have so many memories of it, who found good times among the bad, who did their part to try and make it a better place, who saw auroras or learned the constellations of its sky, it is home. Even those cast out of their clans, or who have no clan to return to, who have already lost everything, will find themselves reluctant to leave. With one glance back over their shoulder, they will board the transport to take them to the Malgraan worlds, to leave everything they've ever known behind and start a new life. They will be an alien among aliens; the proverbial stranger in a strange land. Everything will be different and they may not see others of their kind very often. It is a hard decision to make, regardless of the reasons for doing so.
The Balloh who leave Vhanarr are taken to Malgaria, where the Malgraan will give them a small, interest-free loan and arrange housing for them to help them start on a new life. They almost always require classes to learn the Malgraan's language, and will just as often need assistance finding some form of employment unless they can make a living from plying their skills as an artist or craftsman. But once the loan is paid back, the Balloh are free citizens and may leave to travel to other planets if they so desire.
It is a notable investment by the Malgraan, but one deemed incredibly important. Without it, it would be nearly impossible for emigrant Balloh to survive among the Malgraan, and they would suffer and live a very poor quality of life. With so much the Balloh have to teach the Malgraan - and since they are allies, as well - this service is provided as a courtesy to those who want to leave their homes for a new one and live among the Malgraan.
And sometimes, they return to Vhanarr, and bring with them stories to share, and perhaps persuade others to leave Vhanarr behind for a new life...

These pictures are the setting of a homebrew tabletop game I'm working on. I didn't have any plans to make it publicly available but the players seem to think otherwise. I might use it as the background of a game or something some day.
