Apparently wireframes with paper maché plastered over it was a good idea back when there weren't too many ideas on what to use, though for scales I think it'd be worth a try to utilize a wireframe with painted material over it (a double or triple layer of cotton) - that or sponge padding instead of the wireframe, but it usually looks too contorted then.
*has a very strange idea* A wireframe tail linked by hook joints so that it can sway sideways only up to the point that the hook joints can reach, with a main supporting row along the top of the tail and then 2 rows on either side to allow sideways movement. (I should draw this now to further explain) :)
