ya know, i dont know if its cannon or not but there are certainly enough 'aberrant [or mutant if you prefer] evolutions' in fanfiction, that to say a pokemon doesnt 'always' evolve in expected ways...say a blastoise thats smaller then usual....and more feminine in figure is not wholly out of the question after all shes already a bit diffrent then the usual figure for a squirtel.
