Though I won't swear to it, it's possible a larger bosom is linked in mens' minds with adult women who are capable of nursing children while the small-bosomed ones are thought of as younger and less likely to be fertile. There's also the possibility that larger bosoms remind many men of their mothers, the first woman they'll compare prospective girlfriends to. Even average motherly bosoms can get exaggerated in a man's subconscious as he grows up, comparing his size to an "ideal" (har har) size. And let's not forget wish fulfillment. Men do like to exaggerate, even a little bit, just to show off to other men just how manly they are. Big-bosomed women can thus be thought of as trophy girlfriends. This is only a guess, though, so your mileage may vary.
To me, they often tend to look grotesque, especially when combined with teeny waists — snap!
