I have no idea what this thing is, what it's supposed to do, or why it's in the middle of nowhere (a few hundred yard from the road, at that). It seemed interesting, so I snapped a photo of it.

But then that makes it a great place to test the durability of a given paint blend. protecting Military equipment comes to mind first, but then regular house paint would also be tested out there just to say 'Our's is the toughest of paints, it even holds up against desert conditions!'.
