The problem with people, is that they're just too slow to bringing you more food. So, Harvy did what any sensible Shinx would and had an automatic cupcake machine installed, of course dropping them off right into his mouth. Can't have him tiring himself out with all the straining, arduous work of using his arms to bring the cupcakes from the belt to his mouth.
It's supposed to shut off when he's at maximum capacity, but that may be a while, and Harvy's getting absolutely exhausted from laying around and eating.
