Well with most bombs (As far as I know) That's only used to making it more accurate.

I suppose it'd either be uninflated (full of another light material),
or just light plastic pvc or something.
But that tail would obviously be very fragile with the regular way, if its possible to start with.

As much as I hate separate air chambers, I'd recommend one for each element of that tail. I think it could be done as inflatable, tho you might have to round the elements to the point where it looked more like a wheel on a safe door than a bomb guidance fin.

Goodyear made a little blimp toy with fins tho, and this is just that with a ring around it, so it might not be so hard. Sebastos is right tho - it'd be fragile. Maybe reinforce it with clear, non-inflatable vinyl panels across the open sections between the support fins? after all, it doesn't have to work as a guidance fin, it just has to look good.
