he has two Personality in his head this is why he can change genders
he has to take a drug to keep his girl side from taking over him when he doesn't want it to

in the girl form he can spy on people like the Justice Force to find out what they are up to
and avoid getting caught he is really pretty in his girl form that the Justice Force just let him go not knowing he is the main villain

Vincent is the mayor of the city he acts nice and carrying but he really is a bad guy when no ones looking

in his villain form he goes by the name Lord V and he is really evil

but the Justice Force will stop him ^^
