I really like anthropomorphism for things like this.
You can use different things and style the animals in ways that make their features reminiscent of humans, or things that we associate with different concepts. The cheek fluffs here I think are reminiscent of either saggy cheeks or a low jawline or both. Raising the "points" on the fluffs would give her a more youthful and feminine look... but it's all about what you're going for in the character's design. If she is older or has an "older" personality it works towards that.
