what was the purpose of the structure? a fallout shelter of some kind?

Yes but not for people. Its a shelter for one bigg converter on a railcar that will convert power to the railroad.
They converted electrical network 50 Hz to 16 2/3 Hz

This is only a backup station so it not so bigg in side.
