It is a type of game that involves at least one electronic video monitor of some kind and usually involving the use of sprites or 3-D models in motion.
This is generally as opposed to games that are played solely by the sole use of text, audio/voice, physical action, tabletop, and/or physical objects (cards, tokens, figurines), etc.
I suppose there is some grey area when it comes to Interactive Fiction games, MUDs, and the like. In such cases, the video monitor is used only as a means of communicating the text. For example, people with impaired eyesight may still play on MUDs that support screen readers, but may have a substantially harder time playing World of Tanks.
