For the background on this I just used a flat dark purple background color, then brushed a soft teal here and there over it to give it some depth. Then I used a really light yellow with a low opacity brush set to overlay on top of that for the stars (done twice, which is why they're brighter in the middle). Then I took that same yellow and softened the brush, and brushed over top of everything, set to overlay, which gives it the sort of misty look. :)
