He can sort of change his size at will (he's usually large like that, or a bit less, when he's in the water) or almost the size of a person when he's on land (if he's trying to blend in or hide). In this case he's just too hungry to care, though in the waters he usually roams he doesn't really need to do that; the people there know who and what he is, and they even offer to wash and feed him occasionally.
