If she's being pulled downward by an anchor she should be struggling against it, or at least her hair/fins should be "blowing" i.e. pulled in the opposite direction by the force of the water, not curled up in lazy spirals that makes it look like she's floating at ease .. upside-down.
Don't get me wrong - it's a cute and lovely drawing. But as for conveying the action you describe, it doesn't work.
