The guy in "Good cop, bad cop" did come clean, but by that time the first one had expired in Smokey's belly (which was not the plan) and Smokey pretty much had to eat the second guy at that point. Smokey doesn't eat people every day, every week or even every month, but several people a year piss him off badly enough to end up as bear fat.

Is it mostly those who pose a serious danger to the forest and others (pyros, poachers, druggies, etc), or when they're somewhat of an annoyance (Tagging stuff with spray paint, getting loud and rowdy, etc)?

Poachers and firebugs are the usual meals, with the occasional drug dealer thrown in. If you are a genuine danger to the park or other campers, odds are your meeting with Smokey will end in in a belch.

Smokey and Rick are well known in certain circles and a surprising number of women (and the more than occasional man, though they often leave disappointed) show up at the campground hoping to "meet" one of the rangers. Smokey and Rick end up in compromising situations quite often. There are also female rangers who go in for that sort of thing and more than once the two have been the large and small slices of bread wrapped around a woman sandwich.

They are both pretty straight, but 95% straight is not the same as 100%. Smokey sometimes gets quite drunk and there has been more than one "We shall never speak of this again" moment the next morning.
