Amusingly, I think that's a Soviet T-28 which is usually classified as a "medium" tank, and not a heavy/superheavy even though it looks rather large in that. :P

Relatively thin armour cover, clumsy due to its length, and performed quite poorly in the Winter War. Also IIRC one of the tanks which taught Soviets how multiple turrets aren't worth it even if they seem like a good idea on paper (extra weak spots for negligible benefit).

Just found my answer...Finland. I do recall there were a number of captured Soviet and even German vehicles there. Makes sense now.
