Yup. She was Bruce's cousin & got injured & need a blood transfusion. Bruce was the only one available with her blood type. That's how she got the gamma radiated blood. She never suffered gamma radaition exposure, so she never achieved the full potiential of what could have happend. That's one reason she's not as strong as the Hulk & is still able to speak.
