I use Adobe Ideas ^^
It's a decent app- has a layer system, you can change opacity,etc... And it's free, so really I can't complain XDD
There's only two bad things about it: it's only available on mobile devices, and if you make a picture too complex it'll start to lag or even crash...

I actually really recommend it if you have a mobile device. ^^ Again, being free yet having nice smooth lines, a layer system, and opacity? It's fantastic XD
