Well there are a few techniques that can be derived from observation. Lessie..
There's connecting S-curves. Do a sweeping wavey line, then draw a second one following the first and have them connecting at the tip. C-curves, same as above. Sweeping back curls at the tips..it's just a more pronounced S-curve at one end (usually the tip of the lock).
There are a couple manga-how-to books that have good hair tutorials. Tenjho Tenge is a god manga for many hair types, big curls especially. Eiken's also good, plus it has plenty of bouncey content that you'd like, if you don't enjoy it already ;p
