LoL... sounds like she's playing a game with you.
To see if it is fear, see if she will go into a wash rack, or a cross tie using loose ropes with you bringing the water from a distance. Should she get antsy, then release her of course. That would determine if she honestly has fears.

well tbh with you she isn't broken so we can't even get her in a wash rack or on a lead so its difficult to do lol. We kinda got her as a rescue, they were going to put her down but we took her in. I think the people that owned her before mistreated her and that could be a reason why she doesn't like water.
