Not so; outside of the Inner City, the guards are aware they're out of their depth, and are happy to let people do their dirty work for them. If you're taking out criminals, that's less criminals they have to deal with. It's only when you go murdering innocents that they find issue with your actions. :P

If it's a known and identifiable serial murderer, then yes; if it's a low-ranking thug, then yes, but it's much harder to prove and usually not worth the effort. Killing someone who's not a known criminal and trying to claim bounty on them will lead to an investigation and, if it turns out they weren't guilty of anything, trouble for the one that put them down. :P
