Since ToS was produced during the Cold War, the Soviet shadow was very present in Star Trek. That's why you have a blatantly Russian navigator aboard Enterprise, why all the Starfleet vessels have "NCC" as their commission prefix, and why they did episodes like "The Omega Glory". For the era of past-future that these emblems represent, these graphics are entirely appropriate.
