I have absolutely no idea what the function of these gears in the lake are, but they were pretty cool looking. Any ideas?

It's probably the top of a valve. The rack and pinion toward the left probably lifts the valve mechanism and the rest is just gearing make it easier to lift by turning a handle. There's probably a town employee somewhere with the handle that attaches when the valve needs to be opened.
From the look of the rust it doesn't look like it's been opened in a long time.
