Techno was built by Circuit (http://www.furaffinity.net/view/8961502/ "Black dragon") for Nero since he has a handicap, well handicap being he's the only human in a large dragon family. Family Portrait (http://www.furaffinity.net/view/9231894/)
Techno was built both for Nero's protection but to allow him to be like the rest of the family. Now of course there were other reasons as well, humans need sleep 8 hours a day while dragons, namely hatch-lings can go weeks without sleep. The dragon is sound insulated so Nero can sleep without being awaken hyper hatch-lings.
Techno has his own personality or more so AI and can function without Nero inside of him.
One thing I will get out first, he doesn't kill people and if he needs to feed he will feet upon metallic items so the nanites in his assimilation chamber will use the material mend damage and wear and tear. His wings act like solar panels which power the mini-turbines inside his spinal cord. Inside are batteries that can keep the turbines running in conditions of no light, they store enough power to keep him running for about a week. It drops down to 3 days if he expels a lot of energy, such as flight or using his defensive abilities. One of the abilities is shooting an electrical current at a an aggressor that acts like a taser, this can be used to bring down something the size of a large dragon. The other is that gun like thing attached to the top of his tail. >.> No need to explain the properties of that. So no messing with his pilot. >.>
Also Nero if Nero gets into a car, Techno will be jealous of that car... and may eat it as long as it doesn't have any sentience. >.>
Another tidbit Techno only allows Nero inside of him, due to security protocols. Though if you become friends with Nero there is a possibility that he will let you inside if the human gives the okay first.

Sweet. ^^ So he is then some sort of artificial-super-dragon with two minds. *snickers*
Now, there is just one thing that I am still asking myself. What happens when he suddenly transforms into his draconic form like here?

Wouldn't he be then trapped inside Techno (or something even worse), since as a dragon he surely way bigger than a normal sized human. Would Techno then just eject him out of himself to make sure that he is not hurt or how does this work then? And just as a sidenote, I guess when using techno himself I think that Nero then would gain a lot more experience to move (maybe even fly) and behave like a dragon so he should be able to use his own fleshy draconic form better.

Techno only has one mind. And Nero is Nero, they are two separate entities, unless Nero sits in the seat inside the robot dragon.
First off Nero doesn't know how to control his dragon form and if he does shift he doesn't remain a dragon for too long. But if he did shift inside Techno, the robot would eject him, as the transformation does take time. Techno could however could help Nero control his dragon form and may even be able to detect that he has a form since there are some abnormalities in his DNA.
