I reiterate:
Legendary Pokémon are always better when they’re cute and a little majestic.
I love Jirachi, but I do have a little gripe. It should be Fairy/Psychic instead of Steel/Psychic.
It’s quite evident Jirachi has no steel on its body, and it grants wishes for goodness sake, so it’s far more fitting for the typing of Fairy than many other retcon Fairy types out there.

A) I brought up meteors because I was really trying to reach for an explanation, it still doesn't make sense even with the reaching.
And in the games there are meteors, in gen 3 there is one that team magma (aqua in sapphire) tries to use to cause the volcano to erupt, and in gen 4 there is one in Veilstone city, (Diamond, Pearl, Platinum) Route 3, (HG/SS) and in gen 5 Nacrene city. (Gen 3's is a Key item for story progression and a reward for returning it, Gen 4 and on for changing Deoxys' forms)
In case you didn't notice none of them have anything to do with Jirachi, I'm just giving trivia now.

Funny thing you mention the fairy type replacing the steel type that Jirachi has; a friend of mine found some unused coding within the gen 6 games that shows that Jirachi is Fairy/Psychic and not Steel/Psychic.
But I'm not complaining; Steel/Psychic is a VERY hard to beat typing because it has so few weaknesses (Fire and Ground are the only weaknesses it has) and it allows one to use such a pokemon as either a wall or an attacker and in the case of Metagross, both.
