As far as I'm aware (as the artist hasn't replied to my questioning it), it's a loincloth-type piece of clothing. They were usually chain or scale mail covered by a layer of leather. The reason it hangs loose was to help soften the blow by parrying/deflecting mis-aimed sword thrusts that may injure the groin area. The sword tip would hit it, but as it moved loosely the sword wouldn't penetrate it and would end up slipping down towards the ground.

So it's a portable cock-block?
