Yes it is a Bolt-Action Handgun, inspired bolt action designs of the late 1800s.
Believe it or not this is actually a right-handed model, the left hand reaches over and draws back the bolt; I can't express the motion but trust me it looks sexy when you do it right.

XD I'm sure they make some for lefties too! Oh what a wonderful world it would be to have this made irl :x
Course it wouldn't be too difficult, shop down a late 1800s rifle, slip on the pistol grip from a Flint-lock and BOOM; Prime-9 :D but you will most likely kill yourself should you try to fire it off XD
