Exactly. Lucario is thought to originate from Anubis, the Egyptian God of death, who's job was to help the diseased souls of the pharaohs get to the afterlife (or something like that) and would judge people's hearts based on their actions in their previous lives. Anubis' appearance is a human body with a jackal head. Lucario has similar abilities and looks, for instance, his ability to detect aura, which only emanates from living beings. This ability is also shown from Lucario's perspective in Lucario and the Mystery of Mew, where the Pokemon at war emanate an orange glow when he closes his eyes, but the terrain and other objects have a blue tint to them, much like a heat-sensitive camera. Lucario also shares similarities in appearance, since Anubis has a jackal head and Lucario's head is similar in shape to a jackal. So, to sum it up, Lucario's similarities to Anubis link up why there is an Ankh on Puffedup's picture.
