I think you're missing the 4th frame, there's a weird jump in the animation that isn't on the one you're using...

This is my first time animating, so there's bound to be some imperfections. I'm improving as I practice!

Well, it jumps here, 'cause you're at least 1 frame short of making it connect. You can tell if you look at the big flake going over the earmuffs on the left. It looks like you meant for it to go to that lower point, but you missed a frame and now it just jumps...

My suggestion would be to, frame-by-frame, continue the movement until you have the snow going from top to bottom.
