Because, as the sign says, it's a "minimum maintenance road". There's no houses whatsoever along it, so it's rarely maintained, maybe once a year if even that. It's primarily kept there just for farmers to get to their fields with their tractors, and since tractors are off-road vehicles anyway, they can handle a poorly-maintained dirt road easily.
