This is what i was thinking for creating as an avatar. Unfortunately... it royally sucks as an avatar. I probly should not have shaded it.
However, this was extremely fun to do as ive figured out some extremely usefull things about flash that will make animating in the future, super easy. ^^

Group just about every limb. After youve grouped each piece seperatly, select them all. Right click and click "Distribute to Layers."
This is important because you can only motion tween layers, not objects.
You then select the pieces that need to be animated, insert, mition tween. This should turn that layer into a motion tween.
Alt+Drag the frame over so you can create another key frame. In the new keyframe, move the selected bit to its destination.
It should automatically create motion between the key frames.
for this animation, i created 3 key frames; a start, a middle, and an end. The start and end are the same, but the middle is moved to a different spot, thats what creates the cycle. ^^
