Pssh, whaa... Well, for this one it's a stained paper bg I found online, although I usually like to do backgrounds myself, I didn't have enough time to stain some paper. To further emphasize her cuteness, things like the blue spotlight and pink highlights were added, as well as the background is so NOT cute, cuddly, because if it were, then cuteness would have been taken away from her, even a little. I think the reason it works is because the colour now fits her fur scheme (grey). So it mostly depends on the character, appeal, and maybe the situation, but this is just pinup, so no real situation.

If you meant technically wise, it's that image I found, changed brightness/contrast, then "apply surface lighting" in Painter, and fiddled with that.
