Do they build the ships? What the hell does the Navy need with construction workers out at sea anyway? I guess someone has to paint those shuffle board lines on the deck, it's not like you'll all be fighting the Iraq Naval Fleet anytime soon. lol

In the old days it was so every pissant sandbar in the pacific could be turned into a base to bomb the Japanese. From what I understand now it's about building shit for Marines mostly, although the military is so jumbled up anymore your specialization matters a lot more than your branch. Virtually all military veterinarians are naval officers, even though most of their staff are enlisted US Army. Makes little sense outside of utilization of resources.

Depends really on the job. A lot of people earn their citizenship via the military. They might not let you work on missiles or in intelligence if you're a foreign national, but often times non-Americans make some of the best soldiers/sailors/whatever. I think you may need a green card, but I'm not sure.
Remember, for every one guy building a bomb or holding a secret clearance in the military, there are probably 5 who are guarding warehouses, cooking soup, or pushing papers.

Security is taken very seriously across the military, but remember we do have incidents with people who were in the military for years prior (See: Fort Hood) and anyone really can be bought off to become a spy.
In general, we are a nation of immigrants, and the difference between a 'US Citizen' and a 'foreign national' can come down to two pieces of paper and a few weeks in some cases. I think it makes more sense and causes more cohesion than similar programs like say The French Foreign Legion, which fairly recently was reorganized as under the French Army, but still in many ways a separate entity.
Since you're in the UK, another example you're familiar with might be the Gurkhas. They guard sensitive areas even, including royal property.
Nukes aren't just subsurface. America operates about a dozen nuclear aircraft carriers, and used to operate nuclear cruisers, and not everyone on a nuclear powered sub is a nuke. The guys who aren't are known as 'coners'. The main requirement for becoming a nuke is a high ASVAB score, which really just means a good test-taker with a fairly high IQ. For this reason the nuke pipeline is full of both well achieving smart people, and autists or other general facepalm worthy individuals. It's very much like furry fandom or bronies frankly. You need talent to stay in the training, but that doesn't mean your personality will match. They're paid marginally more, and promote faster, so that causes some friction with non-nukes, but in general nukes are either very cool folks or very bizarre aspies with little inbetween.
Carter was never actually a practicing nuke. He spoke to Rickover, was involved in submarines during the early bit of the nuke program, applied and got in, but before his first posting a family emergency essentially called him out of the Navy. He was always well received by submariners and in fact is the only US President ever rated for submarine duty, and has a specialized Seawolf class attack sub named after him, but he's more a cheerleader of naval nuclear power than a veteran of it.

Hard ti disagree with the Lady's sentiments -- let's say, I wouldn't argue with her! I spent two or three years as a DoD contractor, keeping the Moluccans (and the Russians, and Greenpeace) out of a Secret Navy Research Base. I reported to NIS (NCIS to you modern folk) and saw the damnedest things, but I never saw an Officer or Enlistee that matched her description!
